Computer shuts down after a certain time during pre boot operations

As stated above I'm having issue with my laptop that runs Win 7 Home premium 64x

issue started after I connected a LCD photo-frame with USB cable.
Laptop crashed to Blue screen and I had trouble restarting it.
I restarted the machine into Recovery tools and was prompted to restore windows from previous save point.
I also did the SFC command from command line just to make sure all system files run as intended.
I had issues with that process and I had to restart the
machine during scanning for problems phase (before restore I never restarted the machine during Restoring process)

The machine booted into windows normally without any issues.
but Avast begun throwing warnings about a virus infection and suggested scheduling a scan which I agreed to.
computer restarted got to about 2% and then the machine shut down.

Thinking there might be an issue with the corrupted sectors on the disk I scheduled a chkdsk /r  but it as well resulted in a system shutdown after a certain amount of time.

The system is running fine without any problems during normal operation, but I can't schedule a pre boot action like chkdsk or avast virus scan.

I'm thinking that either there are two separate issues at work here one affecting the chkdsk and different one affecting Avast and will not affect anything else.
or there is one issue that will affect all pre boot actions.
personally I am leaning towards the
latter

As of the time of posting this question I do not have access to the laptop in question but I will try to upload the Blue screen log as soon as I get my hands on it
 
I was considering fixboot or fixmbr but since windows boots up without issues I didn't do it.

I would also like to say that I tried to research this issue but it is very specific and I have no access to literature on how win 7 performs it's boot-up and how these pre-boot actions are executed.
