Can't find Internet Explorer Info. bar to install ActiveX Control

I am unable to install ActiveX Control because I can't find the Internet Exploret Infromation Bar.
Can someone help me?????

1.     Open Internet Explorer by clicking the
Start button, and then clicking
Internet Explorer.
2.     Click the Tools button, and then click
Internet Options.
3.     Click the Security tab, and then click
Custom level.
4.     Do one or both of the following:
·         To turn off the Information bar for ActiveX controls, scroll to the
ActiveX controls
and plug-ins section of the list, and then, under
Automatic prompting
for ActiveX
controls, click Disable.

If the above steps do not help, please see the instructions below that would be helpful to resolve the issue.

Perform reset of Internet Explorer settings to see if it is works.
Resetting Internet Explorer 8 settings to default will reset Internet Explorer as it was first installed on your computer.
