running IE w/ no add-ons makes the "open in new tab" appear.
Hmm...
so how do I track down which add-on is the problem if disabling them all manually doesn't give me the tab feature?

When you manually disabled them, did you change the 'show' setting to show "All add ons"?  By default when entering the manage add-on utility, only add-ons that are currently loaded are displayed.  This 'show' option is in the lower left side of the Manage
add-on utility.

In any case, if you can't manually find a particular add-on as the culprit, you'll need to Reset Interent Explorer Settings.

Boot in Safe Mode:

• Open Run command as previously described
• Type MSConfig
• Click on Boot tab
• Tick Safe boot in Boot option
• Select Network
• Click Apply and OK
• Reboot your system

Your system will boot in Safe mode with Networking. You may now try and open Windows Store and should not see any errors.
