Cannot install any softwares - Getting policy errors

Not able to install programs after an update of itunes.
Tried to reinstall itunes, safari, quicktime player, etc.
End up getting an error messege as
'policy.8.0 Microsoft VC80.CRT,type="win32-policy",version="8.0.50727.6195",publicKeyToken="1fc8b3b9a1e18e3b",processorArchitechure="x86"'.
HRESULT:0x800736B3.
Looked up the internet for a lot of times, still no clue whats going on.
So far did a virus scan (no infection), scan and fix Local Disc by -> properties -> tools tab -> Error Checking, updating windows (Might be related since cannot update as well, around
100 updates fail).
Can anyone help me please? ='[
