Have you tried the command to shutdown as suggested by me in my previous post dated May 31st?
Check if you find any error logs in the event viewer.
Open Event Viewer

Step 1: Also try to shut down in safe mode and see if that helps.

If you are able to shut down in safe mode, perform clean boot and see if that helps.

Note: After you have finished diagnosing, follow step 7 in the article to boot to normal startup.
- Go to the Start button.
- In the Search box, type "regedit" (without quotes) and press Enter.
- Look for the following registry key: "HKEY_LOCAL_MACHINE\SOFTWARE\ Microsoft\ SQMClient\Windows\DisabledSessions".
- On the right window pane, delete the subkey: "Machine Throttling".
- Restart your system.
