Almost all open applications crash simultaneously and "randomly"

PC specs first:
AMD Phenom II X4 970 Black Edition Deneb 3.5GHzPatriot 4GB (2 x 2GB) 240-Pin DDR3 SDRAM DDR3 1333 (PC3 10600)Rosewill Green Series RG530-S12 530W Continuous @40°C, 80 PLUS Certified, Single 12V RailBIOSTAR A880G+ AM3 AMD 880G HDMI Micro ATX AMD Motherboard1 x PowerColor AX6850 1GBD5-DH Radeon HD 6850 1GBWindows 7 Home Premium 64bit

I built this machine around the holidays as a budget performance machine and the performance I get out of it is absolutely great.
A while back I ran into an issue where basically everything running other than explorer.exe and the 64bit version of
Internet Explorer would instantly crash upon opening.
I tried using IE32bit, Chrome, Firefox, Skype, Steam, Winamp, and some modern games.
What I saw when I opened, for example, one of the browsers was just a blank white page at first, but after a few seconds
elements of the browser window would get scrambled or just turn into a white box until the application crashed.
As careful as I am with my web browsing, I thought somehow I may have gotten a virus.
I ran some anti virus programs and nothing came up (I guess
that says they also were able to run long enough without crashing too).

After this I thought to restart my computer and when the computer came back on it was as if this seemingly catastrophic problem had never happened.
I figured either the anti virus programs cleaned it up while I was not looking or it was just a rare
Windows issue that is fixed with a simple restart.
I happily moved on with my life.
Well, this issue continues to happen infrequently, but often enough where it is an issue.
It may happen as frequently as once a week.

The only observation I can make on the problem is that it certainly affects programs with at least elements of web browsers in them.
Like I said, Chrome, Firefox, IE32bit, Steam, and Skype all come to mind as programs that were affected, but for
whatever reason IE64bit ran perfectly fine when everything else was crashing.

I ran memtest86 over night recently and it make 8 successful passes.
Some Google search recommended doing this, but I'm not sure how long I should have it run the test.
8 good passes seems to me to say my RAM is alright.

Any and all help is greatly appreciated.
I am stumped on this one.
At least it is not something that needs to be resolved immediately, so I'm willing to be patient and go through whatever scans and tests may be needed to troubleshoot this.

Explain the error that you received and the steps in the update process during which it was displayed. The technician will be able to walk through the steps from getting a new product key to finishing the installation.
