BSOD, No windows updates, solutions given - do not load or work, missing or corrupt files please help

I am close to giving up, as everything is going wrong - starting from the beginning.
 - I built my own PC - i kept having errors, BSOD, black screens randomly until they were from start up and there was nothing.
I took it to a comuter shop who ran diagnostics and they told me it was a corrupted/ damaged sectors harddrive.
He also said
my graphics card was old and worth getting rid of.
He said everything else was ok ( ram, MB, CPU etc)
 - I have now got a new harddrive and graphics card and now things are just as bad.
Windows will not update, i get an error code and every solution microsoft give i have tried and they do not fix it.
I have attempted to reinstall windows 3 times but i get a BSOD every time. 
i have tried SFC \SCANNOW but it doesnt work - i get a flash of a box outline and nothing happens.
i have tried chkdsk - same as above, flash of a box outline then nothing.
i have tried the windows diagnostic update and then get error message Scripted Diagnostics Native host stopped working,
I cant get an index factor for my computer as it stops working.
Errors i get are 
"the requested operation requires elevation"
" you do not have permission to update windows.
Please contact your administrator" - i am the administrator!!

-when running the update diagnostics i have got the following unfixed problems.
SFC Output - missing or corrupt
windows resource protection could not start the repair service
cryptographic service components are not registered.

I have tried updating my graphics card but it stops when it gets to the installing Microsoft NET and 12 hours later it still hadnt got past it.

Is it windows not installed properly or another faulty hard drive?

MB - Asus P8Z77 - V
CPU - Intel i5 3450
HD - WD 1terabite
Graphics Card - Gigabite 660GTX
