Okay, well I have uninstalled the video card drivers and let windows reinstall them.
Restarted and then gave me same BSOD.
Uninstalled and restarted and then used ATI's driver install and restarted and did same thing.
It can run in Safe mode but every
time i try to start with normal settings the BSOD pops up and then after 5 seconds restarts.
When it starts, the Windows 7 logo is up and acts like its loading as normal then screen goes black and after 10 seconds the SOD appears.

You didn't specify the actual Bug_Check code and make the minidump available for analyst which might
help though the CAUSE does seem to be the ATI driver.

If the latest drivers did not work maybe reverting back to an older version would help.
If the video card is a

separate device remove ALL power and reseat the card, memory, and cables (on both ends when possible)
- actually remove and reseat - do not just snug.

Check with ATI Support, their on-line documentation and drivers, and ask in their forums about known issues.
