After Installation of Windows 7 it freezes at the startup screen

Original title: can't get windows 7 or Home server to install
This is a computer that was working.  Put in a new drive because I wanted to repurpose it as a home server. 
 
Now it will not install, have tried Windows Home server and Windows 7, they both freeze at the same place. 
 
They both
boot load files and then freeze at the starting windows screen.
Any suggestions.

As I get it right the computer freezes at the starting Windows screen after Windows 7 Installation.
 
Method 1:
Disconnect/disable all the external devices (printers, scanner, USB (universal serial bus) drives, soundcard and the graphics card etc...) except mouse and the keyboard and then boot\start up the computer.
 
If this corrects the issue then add the devices back one at a time until you discover the piece of hardware causing the issue.
 
Method 2: Perform Startup repair from Window 7 installation disc using Windows Recovery Environment.
